Pólis

User manual

How to sign in to Pólis, what each of the two areas does, and how to run the daily work of the municipal health department and the citizen.

User manual

Pólis is Neural Thinkers Lab's municipal public health management platform. It brings together citizen registration, the network of health units, appointments, vaccination campaigns and the municipality's epidemiological surveillance in one place, and opens part of that up for citizens themselves to check.

This manual covers the common path through both areas. For the detail of every screen and every field, see the full manual.

The system's two areas

Pólis has two separate areas, and you land in yours automatically when you sign in:

  • Portal do Cidadão (Citizen Portal, /portal): for whoever has a citizen profile. Checks their own appointments, their own vaccination record, their own data and the municipality's list of health units.
  • Sistema (System, /sistema): staff from the department and the units. Sees the whole network: indicators, appointments, units, campaigns and alerts.

Whoever holds a staff profile and opens the Citizen Portal by mistake finds the Ir para Sistema (Go to System) shortcut at the top. The reverse path doesn't exist: a citizen can't reach the system area.

Each municipality sees only its own

Pólis serves several municipalities on the same platform, and each one is isolated from the others. The municipality is identified by the address you sign in through, and everything else (citizens, units, campaigns, alerts) comes filtered by it. You never see a neighboring municipality's data, and staff from another municipality never see yours.

First access

  1. Open your municipality's Pólis address. The platform's institutional address is polis.ntlabs.dev; if your department uses its own address, use the one you were given.
  2. On the sign-in screen you have three paths: sign in with an external account (Google, Microsoft, Facebook, LinkedIn, GitHub or Banco do Brasil), sign in with email and password, or request passwordless access. With passwordless access, WhatsApp receives a code and email receives a link.
  3. Once signed in, the system decides your destination by your profile: citizens go to the Portal do Cidadão, everyone else goes to the Sistema.

Forgot your password? Use Recuperar senha (Recover password), enter your email and follow the instructions that arrive in your inbox.

If you try to open a system screen without being authenticated, Pólis takes you to sign-in and returns you to the intended screen afterwards. If your profile doesn't allow that area, Acesso Negado (Access denied) shows up.

Portal do Cidadão (Citizen Portal)

The portal has five screens, always visible in the top bar.

Início (Home)

Shows Próximas Consultas (Upcoming appointments — scheduled only, up to three) and four shortcuts to the rest of the portal. Below sit two general notices about opening hours and documents you should bring.

Meus Agendamentos (My Appointments)

The full list, split into three tabs: Próximas (Upcoming), Histórico (History) and Todas (All). Each card carries the date, time, specialty, unit, professional and, when it exists, the service ticket number.

To cancel, use the red icon on the card's right side. It only shows up on an appointment that's still booked and whose date hasn't passed yet. Cancellation takes effect immediately, and the card then reads as cancelled.

The Novo Agendamento (New Appointment) button takes you to the list of units. Booking itself isn't closed through the portal: you call the chosen unit, or go there in person. See Unidades de Saúde (Health Units) right below.

Minhas Vacinas (My Vaccines)

The Carteira de Vacinação (Vaccination Record), with the total doses given, how many are pending, and how many different vaccines you've already taken. Each entry carries the vaccine, dose number, date, the unit where it was given and the batch.

When a dose has a follow-up scheduled, Pólis opens a yellow notice at the top listing the vaccine and the date of the next dose. It's the place to check before heading to the unit.

Unidades de Saúde (Health Units)

A search of the municipal network. The text field searches by name or address, and the selector next to it filters by type: UBS (basic health unit), UPA (urgent care unit), CAPS (psychosocial care center) or hospital. Each card carries the address, the CNES code, capacity and specialties served.

The unit's phone number is a link: on a phone, tapping it starts the call. That's how booking works today.

Meu Perfil (My Profile)

Your personal data, your Cartão SUS (national health card) and the health information the municipality has on record. Name, CPF and date of birth are read-only, because they come from the unit's registration.

You can change two things. Click Editar (Edit), fix the phone and email, and click Salvar (Save). The system confirms with a green bar at the top. If your Cartão SUS isn't linked, that registration is done in person at a UBS.

Sistema (System)

Início (Home)

The entry point for staff. Brings your greeting, a row of Ações Rápidas (Quick Actions) and the Módulos de Saúde (Health Modules) grid, the most direct path to any area. Not every card on this screen has a working destination; the ones that work today are Dashboard, Agendamentos, Cidadãos, Vacinação, Epidemiologia, Unidades de Saúde and Relatórios.

The Alertas e Avisos (Alerts and Notices) section on this screen is illustrative and doesn't reflect your municipality's actual situation. Real alerts are under Epidemiologia.

Dashboard

This is the screen that answers "how is the municipality doing today". The Indicadores de Saúde (Health Indicators) bring eight numbers read from your municipality's database: registered citizens, health units, today's visits, this month's vaccines, active professionals, active alerts, active campaigns and pending notifications. Each one is clickable and leads to the matching screen.

Below, when the municipality has an IBGE code configured, the Dados IBGE (IBGE Data) block shows up, comparing estimated population against the number of registered citizens and displaying the registration coverage percentage, plus GDP per capita and location (meso-region and micro-region).

At the bottom of the screen sit Seus atalhos (Your shortcuts). Hover over a card to pin or unpin it, and open Mais módulos (More modules) to see the rest. That choice is yours, is saved to your account, and follows you to any computer.

If "Não foi possível carregar os indicadores" (Could not load the indicators) shows up, the problem is a server connection, not missing data.

Agendamentos (Appointments)

The municipality's list of consultations and exams. The selector at the top filters by status: Agendado (Scheduled), Aguardando (Awaiting), Em Atendimento (In progress), Concluído (Completed) and Cancelado (Cancelled). Below the numbers there's a row of status tags; clicking one applies the same filter, and clicking it again removes it.

The three cards at the top show the total, how many are today, and how many different statuses exist in the queried period.

Cidadãos (Citizens)

Pay attention to this screen. It doesn't yet query your municipality's database. The three records and the three numbers it shows are fixed examples, the same in any municipality, and the Buscar (Search), Filtrar (Filter), Novo Cidadão (New Citizen), Ver (View) and Prontuário (Record) buttons aren't wired up yet. Don't use this screen to check anyone's registration. The real number of registered citizens is in the Dashboard, under the Registered Citizens indicator.

Vacinação (Vaccination)

The Campanhas de Vacinação (Vaccination Campaigns) screen lists the municipality's campaigns with the coverage percentage calculated against the target, a progress bar, the total vaccinated, and whether the campaign is Ativa (Active) or Encerrada (Ended). The bar turns green once the campaign has reached its intended coverage, and yellow while it hasn't.

The four numbers at the top cover the whole municipality: total records, active campaigns, this month's doses and adverse events.

Epidemiologia (Epidemiology)

Vigilância Epidemiológica (Epidemiological Surveillance) is where the real alerts live. Each alert carries the disease, the ICD code, the severity (BAIXO/Low, MÉDIO/Medium, ALTO/High or CRÍTICO/Critical), the number of confirmed cases, deaths when there are any, and how many areas were affected. The colored strip on the left repeats the severity, so you can spot the critical ones from a distance.

Above the list sit the week's numbers and the breakdown of notifications by status. At the bottom of the screen, Doenças desta Semana (This week's diseases) lists diseases with cases recorded in the period, with each one's ICD code.

When nothing is ongoing, the screen reads "Nenhum alerta ativo" (No active alert). That is an answer, not a failure.

Unidades de Saúde (Health Units)

The full municipal network. The selector filters by UBS, UPA, CAPS or hospital, and the colored tags right below the numbers apply the same filter with one click. Each card carries name, type, CNES code, address, phone, email, capacity, specialties, and whether the unit is Ativa (Active) or Inativa (Inactive).

Relatórios (Reports)

The Central de Relatórios (Reports Hub) lets you choose the period and category. The categories on offer are still the ones from this screen's original system and don't match the health areas described above, so check the content before using any of its output in an official document.

What doesn't open a form yet

On the Unidades de Saúde, Vacinação and Epidemiologia screens, the creation and detail buttons (Nova Unidade/New Unit, Nova Campanha/New Campaign, Nova Notificação/New Notification, Notificar Equipes/Notify Teams, Ver Detalhes/View Details, Editar/Edit) don't open any screen yet. These screens are read-only today: registering and changing a unit, campaign, alert or notification is done outside the browser, through the Pólis API, operated by the municipality's technical team.

That also applies to Cidadãos, for the reasons described above, and to Agendar nesta Unidade (Book at this Unit) in the Citizen Portal.

None of that gets in the way of the lookup work these screens deliver well: the data you read on them (outside of Cidadãos) is your municipality's real data.

Ctrl+K on Windows and Linux, Cmd+K on Mac, opens search from any screen in the system. It navigates between modules, switches between light and dark mode, and signs you out. It's the only keyboard shortcut in Pólis.

Accessibility

Pólis is a government system and carries the resources that requires, all in the accessibility menu on the top bar:

  • Tamanho do Texto (Text size), from Very Small to Extra Large.
  • Alto Contraste (High contrast), for reading on a poor screen or under sunlight.
  • VLibras (Libras), the Brazilian Sign Language translator.

The Tab key at the start of the page reveals Pular para o conteúdo principal (Skip to main content), which jumps past navigation straight to the content. The button next to the accessibility menu toggles between light and dark mode.

Pólis can also be installed as an app on a phone, straight from the browser. If the connection drops, it warns you that you're offline instead of showing a blank screen.

Your account and your subscription

Configurações (Settings), in the side menu and in your name's menu, takes you to Neural Thinkers Lab's account hub, where your profile, password and access data are kept. There's no profile editing inside Pólis itself.

Assinatura (Subscription) shows the municipality's plan, what it includes and how to change it. Plans and prices come from the platform and change over time, so this screen is the only source you can trust about what's currently contracted.

Help

The Ajuda (Help) screen in the side menu still carries the content of another system (certificates, archive digitization, clients) and doesn't describe Pólis. Ignore what's there, contacts included, and reach whoever manages your municipality's account. This manual and the full manual are the reference for Pólis.

Your data

Pólis handles health data, which is sensitive data. Access is limited by your profile, one municipality's data is isolated from the others at the database level, and processing follows the LGPD. The terms, the privacy policy and the data protection officer's channel live at www.ntlabs.dev.
